The episode opens with General Parvo, in appropiately shadowed attire, with his foot on a dog carrier and his assistant, Lt. Groomer, seeing to the loading of equipment in a military truck. Also present is a scientist named William Shepherd. Parvo offers Shepherd this: if he hands over the plans and all related to Shepherd's latest invention, the Trans-Dogmifier, Parvo will give him back Scout, the rottweiler that is a pet of Shepherd and is now huddled in the dog carrier.

Desperate to have his dog returned to him, Shepherd agrees, and tosses Parvo a key. Parvo and his group take his leave, as Shepherd rushes to his whimpering dog. As Shepherd opens the dog carrier, he is astonished to find instead of Scout, a tape recorder playing the whimperings of a dog and above all else, a bomb.

As we see Parvo rush away, we see a grand explosion, and see Shepherd's labratory sink into the earth. Shepherd, after the explosion, is presumed by all to be dead.

The setting is then one year later, when a wide-eyed, fluffy Cocker Spaniel is let out to play in the backwoods of Maine. He heads for a flash of light and then disappears for several hours.

When his Mistress opens the door to let him in for dinner, we find that he has been mutated into an approximately 9 foot, salivating mutant dog on two legs.

The scene cuts to a man who, hair shoulder-length and white, with glowing eyes that dispel no pupils, informs us of the impending doom: "It has begun."

The scene then cuts to the deep snow of desolate Siberia in Russia, near a small cabin with a smocking chimney stack. Huddled in their "snow beds", a team of sled huskies are sleeping. A bright light falls across one of them- a stunning husky with blue-roan fur and ice blue eyes. Confused, he stands up, and a voice says, "Exile, you have been chosen." The husky, Exile, blinks, looking into the distance, and then stands up, lifting his muzzle to the sky and howling.

Next, we see the streets of London, England, in the still night air. A stray female collie dog is wandering the pavements reflected by the guttered streetlamps. She has a bone in her mouth, and is soon approached by what looks like two boston terriers, who are content to fight her for the meager bone. The collie stands her ground, growling. A fight ensues, and the collie uses her back legs to knock the two attacking dogs into some trashcans. Defeated, they spiral off into the darkness, and the triumphant female pants, slightly injured to one foreleg. Suddenly, the same mysterious light falls across her; "Colleen, you have been chosen." Startled, Colleen's mouth goes agape, spilling the bone on the ground, and she, too, howls.

The scene then cuts to dark green hills in the Swiss countryside where a flock of sheep are quietly grazing. Nearby, an enormous dog with long white fur is sleeping on his back underneath the bows of a tree. He hears howling off in the distance, and he jumps to his feet in startle. The light then falls across him, and the same voice tells this dog, Shag, that he too has been chosen.

Next, we see a bustling German city lit up at night. The camera takes us into a junk yard with fences littered with signs in German warning about "the attack dog". A thief is sitting in the front seat of a car, trying to hot wire it and get it running. To his sheer terror, he is caught by the resident junkyard dog, Blitz, who hastens to attack him. The thief runs from the yard, his clothing ripped. The doberman dog sits down, glancing about with a grin full of teeth, when the light falls across him and he is informed by the same off-screen voice that he has been chosen. Blitz immediately takes off and disappears down the metro entrance.

Lastly, we see an animal control building in Los Angeles Ca, in the United States of America. Two workers, a young woman, and older, overweight man, are glancing into a "cell" where a mongrel dog most notably of Golden Retriever mix, is playing with a ball. His companion is a rottweiler, muzzled and strapped to a cart Hannibal Lecter style. The two workers lead the dogs towards the gas chamber to be exterminated.

Realising where they are going, the mongrel recoils and then struggles to escape. He breaks free and takes refuge behind a corner.

A light falls across him and the voice says, "Hunter, you have been chosen." The dog, Hunter, watches his companion sadly. Despite the voice's orders to save himself, Hunter rushes towards the animal control people, knocking them over. He takes the handle of his friend's cart in his mouth and pushes him along, and together they escape the center.

The scene then goes to an articulate mass of giant fire hydrant shaped buildings deep underneath the New Mexican surface, where the voice lives.

The dogs all are transported here, and they are coaxed into small chambers ( with the exception of the rottweiler ). A smoke fills the chamber and the dogs step out; all have been transformed into anthropomorphic beings called Cano Sapiens.

They are then introduced to the Master, who has brought them here- the same William Shepherd who was thought to have perished during the destruction of his lab. He introduces the dogs all to one another and why they were each chosen. Hunter, for his incredible speed, Colleen, for martial arts, Exile for his strength and ability to burn and freeze things, Blitz for his biting and clawing and Shag for his courage, which the Master was incorrect in choosing, for Shag proves to be a giant coward.

The Master then tells the Rovers about their first mission: In Maine, alongside Fluffy the Cocker Spaniel, a dalmatian has been mutated and both have hijacked a train carrying a gene-splicing device refered to as the Molecular Stableizer.

The Rovers must risk their lives and retrieve the device. In return for their work, the Master will provide with homes and proper care.

Still uncertain, the Rovers huddle to decide on an answer. And in a moment that shows us some early character and relationship development, Hunter strides forward to voice their decision, but Blitz trips him up and gives the Master their answer himself.

The Rovers agree, and all, with the exception of the crazed rottweiler, Muzzle, rush off to do their jobs. They arrive in the hangar, which is a large space that holds all their speciality vehicles and planes. Hunter and Colleen take the Street Rover, a large, vehicle for roads and the capability to fly in emergencies, and Exile, Blitz, and Shag try their hands at flying the Sky Rover.

Once the Rovers have located the train, Hunter gives the wheel to Collen and boards it, while the rest of the Rovers find their way onto the train in their own constructive ways. Hunter steals the molecular stabilizer and takes off running, with the two Cano Mutants pursuing angrily.

The scene cuts to Parvo stroking a tiny poodle dog. He takes the dog and shoves it into the Cano Mutator ( a boffed rip-off of the Trans-Dogmifier ). The dog comes out, transformed, but only for a few seconds before it returns to it's regular form. We find out this is why Parvo wants the molecular stabelizer: to ensure the reliability of his mutations.

Back on the train, Hunter dodges behind the Street Rover, which Colleen has managed to crash onto the top of the train moments earlier. Just as Fluffy is about to do Hunter in, Colleen leaps up, and we see a fine display of her martial arts as she delivers a multitude of blows to the Cano Mutant, felling him. However, Blitz goes in to attack the other mutant, and is knocked off the train, and clings to it's side, screaming.

Hunter and Shag notify The Master that they have retrieved the molecular stabilizer. He tells them to listen closely as he instructs the two what to do next.

By this time Fluffy has recovered and is threatening Blitz with the dalmatian mutant. Exile freezes them both in ice. Blitz becomes cauky and taunts the two mutants, who break free of their ice shackles and promptly grab him up and hold him over their heads.

We hear a shout from Hunter, who offers to trade the molecular stableizer for Blitz's life. The dogs drop Blitz and take the device away from Hunter and leave the train. They take back the device to Parvo, who opens the case that the device is in. He learns that in fact, Shepherd has exacted his revenge, for instead of the molecular stableizer, there is a bomb.

It explodes and sends Parvo's ship crashing to the ground. As his two mutants revert back to their normal canine forms, he and Groomer emerge from the smoke, threatening their return in the future. From the distance, the Rovers howl, ending their first mission.

The Master keeps his promise and places the Rovers in homes- Hunter in the White House, Exile with the Russian President, and Colleen, Blitz, and Shag with the leaders of England, Germany, and Switzerland. Muzzle stays with the Master, who welcomes him home as Scout, his long lost dog.
